1. This is our base image.  Right-click copy and paste it into your program.  It will be "layer 1".  Edit > Copy again.  Layers > New Raster Layer > Ok.  Edit > Paste.
2. We are on "Layer 2" now.  Go to Colors > Adjust > Threshold and set it to 124 (or what looks best for the image).  Ok.  Edit > Copy.  Edit > Paste > As new image.  Back at the original image, Selections > Select All > Delete.
3. Still on "Layer 2" Right-click copy the image to the left and paste it into Layer 2. Layers > Properties > Opacity > about 50% (or what looks best for the image).  Layers > New Raster Layer > Ok.  Copy the threshold Image you created and paste that into "Layer 3".
4.Using your magic wand tool click any where that is white.  Selections > Modify > Select Similar.  Delete.
5. On "Layer 3" go to Effects > Blur > Gaussian Blur > 0.46 > Ok. Your image should now look like this and have 3 layers.
6. View > Toolbars > Layers Palette.  Select "Layer 2".  Layers > New Raster Layer > Ok.   This is "Layer 4". Using your paintbrush, start coloring in areas like clothes, eyes, lips, props etc.  Colors should show up under the black but over the dots.
7. On "Layer 4" the background of your image can be anything you'd like.  I like to use bright colors like this blue, #51A7FF.
8. On "Layer 4" you may choose to add some highlights and shadows to your image by coloring in some light spots on the lips and apple, and some dark spots on the shirt.
9. On your layers Palette, Select "layer 3", it should be the one on the very top.  Layers > New Raster Layer > Ok.  This is "Layer 5".  Selections > Select All.  Selections > Modify > Contract > 5 > Ok.  Selections > Invert.
10.Still on "Layer 5" fill the selection with a light grey like #C8C8C8.
11.Draw a 2px border of white around the image and inside the grey border.
12. Layers > New Raster Layer > Ok.  This is "Layer 6".  Click your "present shapes" tool.  View > Toolbars > Tool Options.  Scroll down and select the "callout 4" talk bubble.  Drag your cursor on the image to create the shape.  I like to make it hang over the border a bit.
13.Using text fonts, or drawing manually, put your text inside the bubble.  I like to draw the letters out manually to give it a more comic- book- like look, but there are plenty of great fonts out there.  Your done!
